Sri Lanka's deadliest prison riot in years leaves 26 dead

Chronic overcrowding and the entrenchment of drug-trafficking networks within Sri Lanka's prison system have long been identified as systemic risks by penal reform advocates, and a two-day riot at Negombo Prison that began on July 5, 2026, has brought those warnings into sharp focus following the country's worst prison violence in years, BBC reported.

Twenty-six people died, including seven guards, and more than 100 were injured during clashes at Negombo Prison, located north of Colombo.

Fighting broke out between inmates from two rival drug gangs, with authorities later linking the initial trigger to tensions surrounding an inmate alleged to have passed information about a drug-trafficking operation to authorities.

During the first day of violence, inmates seized firearms from guards, significantly escalating the danger. Seven guards died when they attempted to restore order on the second day.

As the situation deteriorated, female inmates in an adjoining section climbed onto the roof and demanded release; part of the roof subsequently collapsed, injuring some of those held there.

On the second morning, a group of inmates attempted to breach the main gate before police and military commandos pushed them back. Sri Lanka's air force deployed drones and a helicopter to monitor the perimeter.

Sri Lanka's government announced a three-member investigative panel headed by a retired Supreme Court justice to examine the riot, with authorities confirming inmates would be redistributed to other facilities.

Negombo Prison was holding several thousand inmates at the time of the unrest, part of a national total of approximately 41,250 prisoners held at roughly four times the official system capacity.
