South Korea secured a fixed 2.073mn tonne tax-free steel export quota from the European Union, the Ministry of Trade, Industry and Resources reported on June 30, Korea Herald reports. Total shipments could reach 3.55mn tonnes if local producers capture available pooled regional allocations.

The deal is a vital win for East Asian industrial supply chains. By locking in country or region-specific access, Seoul protects its critical automotive, battery and electronics manufacturing hubs inside Europe from the trading bloc's sweeping protectionist clampdown.

Brussels began enforcing its overhauled tariff-rate quota framework on July 1, replacing previous emergency protection measures. Under the new regime, the EU will slash overall annual duty-free steel imports by roughly 46% to 18.35mn tonnes from 33.82mn tonnes. Shipments exceeding product caps face a 50% penalty tariff across 30 specific categories.

Seoul's dedicated allocation fell 19.7% from its previous 2.581mn-tonne allowance. However, trade officials stated the final compromise salvaged market access given that Europe halved its global import threshold.

"Our priority from the start was to secure as much Korea-specific quota as possible," Trade Minister Yeo Han-koo said at a press briefing. "Korean steel is not exported to Europe to hurt the EU’s industrial base. It supports Korean auto, battery and manufacturing plants operating there."

The updated European framework splits quotas based on product types and free trade agreement status. Seoul argued its partnership and integral position in European factory lines merited preferential treatment.

The core 2.073mn-tonne allocation includes 2.057mn tonnes across 14 steel lines where South Korean companies held an average European market share of 5% or more over the last three years. The remaining 16,000 tonnes cover 16 minor categories where market share sat below 5%.

Domestic steelmakers can also vie for a piece of 1.475mn tonnes in shared quotas. This pool contains 908,000 tonnes for high-share categories and 567,000 tonnes for lower-volume sectors, though local mills must outcompete rival global exporters to land these volumes.

Bilateral negotiations peaked during a South Korea-EU leadership summit in June.

"Trade negotiations are not simply about numbers," Yeo said. "But about persuading partners on supply chains, investment, jobs, industrial competitiveness and strategic trust."
