Vietnam is poised to become a pivotal link in the global semiconductor industry, according to Deputy Prime Minister Nguyễn Chí Dũng, who outlined the country’s strategic ambitions during a high-level meeting with Taiwan’s Business Council for Sustainable Development in Hanoi on July 30, Viet Nam News reports.

The Deputy Prime Minister highlighted that Vietnam possesses favourable conditions to play a significant role in regional and international semiconductor supply chains, citing strong political will, supportive policies, and a growing talent pool as critical factors underpinning the country’s rapid ascent in the sector.

The meeting focused on strengthening cooperation and accelerating the establishment of research and development (R&D) hubs and semiconductor research centres within Vietnam. Discussions also explored opportunities for knowledge exchange, capacity building, and foreign investment in high-tech industries.

During the session, the Taiwanese delegation provided an update on steps taken since a previous meeting in May 2025. Progress includes the formation of an expert advisory group made up of 16 prominent individuals with extensive experience in the global semiconductor and technology sectors. This group comprises former executives from leading corporations, academics from top universities in the United States and Taiwan, and specialists in chip design, fabrication, artificial intelligence, quantum technology, and smart manufacturing.

The Council also announced plans to award 100 scholarships this year to Vietnamese professionals, postgraduate researchers, and students engaged in semiconductor-related fields Viet Nam News adds. The programme is scheduled to launch in phases, beginning with the first round of recipients to be announced during the SEMICON Taiwan 2025 exhibition in September.

The Deputy Prime Minister welcomed the swift progress made by the Council and reaffirmed Việt Nam’s commitment to fostering a robust and internationally competitive semiconductor industry. He underscored that the Vietnamese government is prioritising the development of a supportive ecosystem, with human capital seen as the country’s most valuable asset.

He tasked the Ministry of Finance with coordinating a detailed action plan to implement specific collaborative projects with the Taiwanese council. This includes logistical arrangements for the expert group to begin its formal advisory role in Vietnam.

Initial areas of focus will include finalising and executing the national semiconductor development strategy, attracting greater foreign investment in high-tech sectors, and promoting technology transfer across the semiconductor supply chain. Priority will also be given to the establishment of R&D facilities, laboratories, and joint research initiatives to accelerate innovation and domestic capacity building.

The meeting is part of a broader effort by the Vietnamese government to position the country as a strategic hub within the global semiconductor network, as demand for chips continues to grow amid technological advancements and supply chain diversification efforts worldwide.
