Iran, US agree 60-day roadmap to final deal in joint Zurich statement

Iran and the United States have agreed a 60-day roadmap towards a final agreement and the formation of a high committee to oversee negotiations, in a joint statement issued at the close of the first round of talks in Switzerland, state media Iran Labour News Agency reported on June 22.

The statement marks the first formal joint output of the diplomatic process that ended more than three months of conflict, setting up working groups on the nuclear file and sanctions alongside mechanisms to prevent incidents in the Strait of Hormuz and monitor the Lebanon ceasefire, the most fragile element of the deal.

The high-level talks were held under the Islamabad memorandum framework at Bürgenstock in Switzerland, with representatives of Iran, the United States and the two mediators, Qatar and Pakistan, including the Pakistani prime minister, US vice president and Iranian parliament speaker.

The first day of the meeting beside Lake Lucerne was held in a positive and constructive atmosphere, producing promising progress, including a mechanism for continuing technical talks, the official readout said.

Under the memorandum, the parties agreed to form a high committee responsible for political oversight of the mediation process, the statement said. Senior negotiators would report regularly to the committee and direct working groups focused on nuclear matters, sanctions and a monitoring and dispute-resolution group to ensure effective implementation of the memorandum.

The high committee had agreed on a roadmap to reach a final agreement within 60 days, paving the way for the immediate start of further technical talks, the statement said.

For the period set out in clause 5 of the memorandum, a line of communication (not clarified if direct) had been established between the parties to prevent incidents and misunderstandings and to guarantee the safe passage of commercial vessels through the Strait of Hormuz.

The parties also agreed to create a "conflict control unit" between themselves and Lebanon, facilitated by the mediators, to ensure adherence to the halt in military operations in Lebanon under the memorandum, the statement said. Technical talks on all issues would continue at Bürgenstock until the end of the week.

Qatar and Pakistan expressed gratitude to the United States and Iran for their continued commitment to diplomacy and the peaceful resolution of the conflict, the statement said.

In a separate message on X, Iranian Foreign Minister Abbas Araghchi said the mediation by Pakistan and Qatar had produced major progress towards ending the war in Lebanon.

“Tireless Pakistani and Qatari mediation has delivered major progress to end Lebanon War. Oil and petrochem exports are waived, blockade lifted, some frozen assets released, and major reconstruction & development plan launched for Iran,” Araghchi wrote, adding “1st real test: Lebanon deconfliction cell.”
