Bne IntelliNews reported on January 13, citing an Iranian official, that the death toll from protests reached more than 2,500 people, though independent verification remains impossible.
The Notice to Airmen, effective from January 14 at 17:05 UTC through February 10 at 23:59 UTC, states there is a "hazardous situation in Iran" with "potential risk to aviation from escalating conflict and anti-aviation weaponry."
The notice overrules a previous recommendation provided in the currently applicable Aeronautical Information Circular, indicating a heightened threat assessment.
Turkish Airlines resumed flights to Iran on January 13 after brief suspensions, whilst Iran Air cancelled some services. The US State Department urged American citizens on January 12 to leave Iran immediately via land borders to Armenia or Turkey.
Lufthansa, Flydubai, Etihad, Austrian Airlines and others have suspended Tehran services due to protests and security risks; cancellations are widespread but these carriers persist.
