Kosovo's EU bid depends on dialgue with Serbia and functioning institutions, says Commissioner Kos

Kosovo’s progress towards European Union membership depends on normalising relations with Serbia and not on unilateral actions taken by Pristina, European Commissioner for Enlargement Marta Kos stated on June 3 according to Euronews. Kos also called for the urgent formation of Kosovo’s new institutions, after the country's Assembly had failed to constitute itself for the 25th time.

“Normalisation of relations with Serbia is a fundamental requirement. Unilateral actions cannot substitute for dialogue,” Kos told members of the European Parliament.

Speaking at a session of the European Parliament’s Committee on Foreign Affairs, Kos reiterated the European Commission’s readiness to prepare an opinion on Kosovo’s EU membership application, filed on December 15, 2022, once requested by the Council.

Kosovo remains the only Western Balkan country without EU candidate status, as its application has yet to be formally reviewed.

Kos also called for the urgent formation of Kosovo’s new institutions, following the parliamentary elections held on February 9.

“A functioning government and parliament are essential for Kosovo to benefit from the EU’s Reform and Growth Plan,” Kos said.

As of June 2, Kosovo’s Assembly had failed to constitute itself for the 25th time, prolonging a political impasse that has blocked the formation of a new government. The session was suspended and will continue on June 4.

The deadlock stems from a standoff between the winning party, Vetëvendosje, and opposition parties over the election of a new speaker.

Vetëvendosje’s proposed candidate, outgoing Minister of Justice Albulena Haxhiu, has been rejected by opposition MPs, who have labelled her as a polarising figure. Without a speaker, the Assembly cannot begin legislative work or initiate the process of forming a government.

Kos concluded her remarks by reaffirming the EU’s commitment to the Western Balkans, stating, “The door remains open, but the key lies in dialogue and democratic functioning.”
