Glauk Konjufca has been proposed as the mandate holder for the formation of Kosovo’s next government by the Vetëvendosje Movement, which convened its General Council on November 4, Koha.net reported.
The proposal comes after acting Prime Minister Albin Kurti failed to secure enough votes to form a government in his initial attempt. Kurti suggested Konjufca as a replacement, while indicating that he himself would seek the position of minister of foreign affairs, a role previously associated with Konjufca.
Konjufca served as speaker of Kosovo’s parliament from March 2021 to August 2025. He also held several key positions, including MP in the National Assembly, head of the Vetëvendosje parliamentary group and foreign minister.
Vetëvendosje won the February 9 general elections but did not secure a sufficient majority to form a government. The opposition parties declined to cooperate with Vetëvendosje in forming a new government.
“I make this proposal because of the great trust I have in Konjufca, but also because there will be no other elections,” Kurti said.
Kurti also said that elections should not be held without a budget approved by the Assembly. “Without an approved budget, elections would not even be possible,” he added, underlining the importance of maintaining fiscal continuity before any potential vote.
President Vjosa Osmani faces a 10-day deadline, ending on November 5, to either mandate another candidate for prime minister or call early elections. Kurti requested additional time before responding to Osmani on whether he will attempt again to form a government or cooperate with other parties that have opted for early elections.
Konjufca said that in any serious state, the government and the opposition work together to achieve common goals for the general interest. “This is the moment in Kosovo,” he said, signalling a willingness to pursue dialogue and cooperation amid ongoing political uncertainty.
