Montenegro sets up working groups for EU negotiations.

The Montenegrin government said has adopted a decision to establish two working groups, which will prepare the negotiations on the country's EU accession. The groups will work in the areas of free movement of capital (policy chapter 4) and Economic and Monetary Union (policy chapter 17), the government said on its website. The chapter 4 enables integrated, open, competitive and efficient European financial markets and services. It implies prohibition of all restrictions in this area among the member states, with some exceptions related to taxes, anti-money laundering and terrorist financing. The chapter 17 includes the coordination of national economic policies among member states in line with the defined targets of a 3% budget deficit and 60% of GDP government debt. Montenegro was granted an EU candidate status in 2010 and accession talks were officially opened in June 2012.
