Kazakhstan to set up special units to deal with mass events.

The Kazakh Prosecutor General proposed creation of special units within the police to ensure order during mass events. The units will be responsible for ensuring the rule of law in conducting socially important events of political and cultural nature, organizing rallies and strikes, according to the draft state programme on law enforcement system modernization. The units will be specially trained to prevent civil unrest and maintain order in the case of emergency. The decision was made after several people were killed after bloody riots started in Zhana-Ozen after months of oil workers' strike. Since then, the number of strikes in Kazakhstan is growing and the authorities have been taking steps to ease social tensions as well as to reform law enforcement agencies.
