Ukrainian President Volodymyr Zelenskiy said that no land swap deal has been reached with US President Donald Trump on territorial concessions proposed between Ukraine and Russia as part of ongoing peace negotiations.

Speaking to Bloomberg News ahead of a meeting at Downing Street with UK Prime Minister Sir Keir Starmer, Zelenskiy said that discussions remain unresolved over control of the Donetsk and Luhansk provinces in eastern Ukraine. He described several elements of the US-brokered talks as “sensitive”, with territorial control in the Donbas region continuing to block progress.

“There are visions of the US, Russia and Ukraine — and we don’t have a unified view on Donbas,” Zelenskiy said, adding that Kyiv is seeking a separate agreement on long-term security guarantees from Western partners.

Intense talks have proceeded since a Moscow meeting on December 3 between Russian President Vladimir Putin and US envoys Special Envoy to the Middle East Steve Witkoff and Trump’s son-in-law Jared Kushner that produced  new 27-point version of  the peace plan (27PPP).

Speaking on December 7, special envoy to Ukraine retired Lieutenant General Keith Kellogg said that “only two points remain” undecided. Although he didn’t say what the points were, it is widely believed these points were an agreement on conceding territories and western security deals for Ukraine. Zelenskiy alluded to security deal agreements before his meeting with European leaders.

“There is one question I — and all Ukrainians — want to get an answer to: if Russia again starts the war, what will our partners do,” he said.

The Ukrainian leader is in London for high-level talks with UK Prime Minister Keir Starmer and other European officials, including French President Emmanuel Macron and German Chancellor Friedrich Merz. The discussions are focused on the terms of a potential settlement to end the conflict, with security arrangements and territorial boundaries forming the core of the agenda.

Officials involved in the negotiations said the Donbas region remains the “most problematic issue”, as the sides remain divided on how to resolve Russian occupation of eastern Ukraine.

Earlier in the day, Donald Trump said he was “disappointed” by the fact that Zelenskiy had not reviewed the US 27PPP verion of the plan.

“His people love it, but I understand Zelenskiy has not read it year,” Trump said.

Zelenskiy did not comment directly on Trump’s remarks, but reiterated that no final deal had been reached and that Ukraine would not concede territory without further assurances.
