India, EU seal mobility pact as long-awaited free trade deal is agreed

India and the European Union have signed a broad mobility agreement aimed at easing the movement of Indian students, workers and professionals across EU member states, while also finalising a comprehensive free trade agreement that could significantly reshape bilateral economic ties, Economic Times reported.

The mobility pact is designed to simplify pathways for Indian nationals seeking to study, work and conduct research in Europe. Under the framework, the EU has committed to facilitating student mobility without numerical caps, improving access to education and employment opportunities across multiple member states. The agreement also seeks to streamline administrative processes through coordinated support mechanisms, helping Indian talent align with the labour market needs of individual EU countries.

A key component of the wider engagement is deeper cooperation in research and innovation. India is expected to move closer to association with Horizon Europe, the EU’s flagship public research and innovation programme. This would allow Indian researchers, start-ups and technology-focused institutions to participate more extensively in collaborative projects spanning healthcare, clean energy and frontier technologies, strengthening links between academic research and industry-led innovation.

The mobility agreement was announced alongside the conclusion of the India–EU free trade agreement, which has been under negotiation for nearly two decades. Industry experts said the deal could provide a strong boost to Indian students and professionals exploring European destinations, particularly Germany and emerging education hubs such as Ireland, Mint reported. The timing is notable, as several traditional destinations including the US, the UK, Canada and Australia have tightened immigration rules and capped inflows in recent years.

Business groups highlighted that the pact includes commitments on intra-corporate transfers, including provisions for dependents, as well as discussions on post-study work options and social security coordination. In parallel, the trade agreement is expected to ensure predictable access across 144 services sectors, a move likely to benefit Indian IT services, consulting, healthcare and professional services firms with operations in Europe, CNBCTV18 reported.

The agreements are being viewed as complementary pillars of a renewed economic partnership, linking talent mobility with trade liberalisation and services market access.

By pairing an ambitious mobility framework with a long-awaited free trade agreement, India and the EU are signalling a strategic shift towards deeper integration of talent, services and innovation, positioning the partnership as a key alternative pathway for Indian students and professionals amid tightening global migration regimes.
