European Investment Bank providing $101mn to accelerate the digitisation of Morocco’s motorway transport infrastructure

The European Investment Bank (EIB) is financing to the tune of €85mn ($101mn) the acceleration of the digitisation of motorway transport infrastructure of the Société Nationale des Autoroutes du Maroc (ADM), responsible for building, operating and maintaining Morocco's highways. The loan amount covers up to 83.6% of the total cost of the project.

This project will help improve traffic flow through the digitisation of payment systems and the installation of electronic toll systems. It will help reduce travel costs and time and enhance user safety while offering new customisable services. The financing will facilitate the deployment of a traffic monitoring and management system that will provide real-time access to traffic conditions throughout the motorway network.

It allows ADM to accelerate its digital transformation and prepare for economic recovery within the framework of constantly increasing numbers of vehicles in circulation. The modernisation and extension of the existing electronic toll system will optimise the collection of user fees. The new infrastructure will partly compensate for the loss of liquidity caused by the health crisis and will make it possible to reduce the number of toll fraud.

A long-standing partner of the EIB in Morocco, ADM manages the second largest motorway network in Africa, with nearly 1,800 km of roads. With this financing, the bank is supporting the implementation of a strategic investment programme for the digitisation of ADM operations, promoting increased mobility of people, goods and services in the country. This support will have a direct impact on ADM's operational efficiency, both in terms of the collection of fees and the environmental footprint of the toll stations. In total, more than 6,000 jobs are expected to be created during the implementation phase of the project.
