Overall pace of reforms very limited in Bosnia - EC progress report.

The European Commission (EC) has issued its 2011 progress report on Bosnia, the conclusion of which is that the overall pace of reforms has been very limited. Bosnia is a potential candidate for EU membership. The EC noted that there were some results, including visa liberalization and the country's engagement with the EU in a Structured Dialogue on Justice. However, the EC said that the lack of political agreement on the formation of state-level council of ministers has hindered the country's progress on key reforms needed for EU integration. The EC noted that an issue of a serious concern is the lack of credible process for the harmonization of Bosnia's constitution with the ruling of European Court of Human Rights in the Sejdic-Finci case. The EC also noted that the adoption of a state-level law on state aid is pending. The EC adds that the adoption of a state-level census law continues to be essential for the country's development. The release further states, "A common understanding by the political representatives on the overall direction and future of the country and its institutional setup remains necessary." The EC notes that the coordination mechanisms between authorities at different levels on EU-related matters need substantial strengthening.
