Kazakhstan to diminish oil products imports from Russia.

Kazakhstan plans to diminish oil products imports from Russia, according to Kuandyk Kulmurzin Director of oil industry development department in Oil and Gas Ministry. He explained that the reason is that Kazakhstan must compensate duty-free deliveries of Russian oil products with crude oil. At the same time, it became known that the scheme did not start working since January this year as the parties did not reach agreement on the volumes of crude oil to be delivered as a compensation. Kulmurzin also explained that decreasing oil products imports is possible only by a government decree as there is no custom posts on the Russian-Kazakh border as the countries are members of the Custom Union and United Economic Space. He specified that restriction will be imposed on imports of low-octane petrol (A-92 and A-80). The measures should be valid until the end of the year. Significantly, Kazakhstan is taking measures to decrease its dependence from Russian oil products deliveries. The country launched tolling operations on the Chinese refineries in the end of 2012 and plans to deliver around 0.5mn tonnes of oil for processing in China this year. The country is also modernizing its 3 largest oil refineries. In long-term perspective, Kazakhstan is interested in achieving oil products independence to become oil products exporter to the neighboring countries.
