Ukraine and EU conclude negotiations on association agreement.

The association agreement between Ukraine and the European Union requires the technical preparation of the final consolidated version of the document, according to a joint statement of the Ukraine-EU summit. According to the European Council's President Herman van Rompuy a lengthy process preceded the completion of the negotiations. He also expressed the hope that Ukraine will successfully fulfill the obligations it assumed under this agreement after its signing and introduction. The negotiations on establishment of a free trade area between Ukraine and the European Union were completed in October. The talks on an association agreement between Ukraine and the European Union were completed at the level of experts in November, with the issue of granting Ukraine prospects for membership of the European Union in the preamble to the agreement - on which Ukraine insisted - remaining unresolved. The association agreement between Ukraine and the European Union was expected to be initialed at the summit, but Ukraine and the European Union later announced that this procedure was not technically ready. Moreover, Herman Van Rompuy told that a deal taking Kiev closer to membership depended on "political circumstances," citing the jailing of ex-prime minister Yulia Tymoshenko.
