The Russian ambassador Mikhail Zurabov arrived in Ukraine . Russia 's President Dmitry Medvedev signed a decree on appointment of Zurabov as Russia 's ambassador to Ukraine on Aug 5, 2009 , however, he has postponed his arrival up until now. To note, Medvedev said in an open address to President Viktor Yuschenko on Aug 11, 2009 , that Ukrainian-Russian relations had deteriorated during Yuschenko's presidency.
