Montenegro slips in economic freedom ranking.

Montenegro was rated 76th in a ranking by the U.S.-based Heritage Foundation, with a score of 62.5 points, down by 1.1 points, the 2011 Index of Economic Freedom report showed. Montenegro ranks 34th out of 43 countries in Europe and its overall score is above the world average. The country score decreased from last year primarily because of the explosive growth of government spending. The report praised Montenegro efforts to improve its trade regime and to make more efficient the regulatory and legal frameworks governing investment and production. Montenegros economic freedom, however, is still curtailed by the lack of institutional commitment to the strong protection of property rights or an effective fight against corruption. The court system remains vulnerable to political interference and inefficiency. In regional comparison, the country performs better than Croatia on 82nd place (61.1pts), Serbia (101st, 58pts), and Bosnia and Herzegovina (104th, 57.5pts), but lags behind Macedonia (55th, 66pts) and Albania (70th, 64pts).
