Montenegro's parliament failed to adopt the new elections act, Vijesti daily reported. Some 47 lawmakers from the ruling coalition supported the draft, prepared by the special working group, but their number was below the necssary two-thirds majority. Nine oppositional MPs voted against it and another 16 - abstained from voting. The MPs extended for a sixth time the deadline for amendments to the current elections act to July 31, 2011. We note that the Venice Commission has earlier approved the draft, commenting that the proposed model for securing guaranteed seats for the ethnic minorities in the state parliament is balanced, non-discriminatory and in line with the state constitution and international standards.
