Another 4 terrorists liquidated in Western Kazakhstan.

The Kazakh security forces killed 4 suspected terrorists in a special operation near Kazakh western city of Atyrau. The 4 people were allegedly involved in an attack on the police station in Atyrau a week ago. The attack took place after the special forces killed 5 terrorists in a nearby town of Kulsary on Sep 12. The recent operation took place in a country-house settlement Koktem, outside Atyrau. Significantly, it was another operation in September aimed at neutralizing alleged terrorist in the oil-rich region. The number of incidents indicates that the threat of terrorism is growing in the region. At the same time, the measures taken by the authorities are likely to generate additional tension rather than eliminate the threat. Worth noting, Atyrau is a destination of migrant workers as well as Oralmans (Kazakh people repatriated from abroad) and holds relations with Islam believers in Russia and the North Caucasus. Thus, the lack of roots and communication with the Caucasus creates a good environment for development of salafis movements (and in some case radical Islamists) in the region. The approach adopted by the authorities towards Islamic movements is not sufficient and the problem will be growing, generating risks for investors in oil and gas sector in the country.
