Ukraine has climbed 9 position and is now ranked 73rd in the competitiveness report of the World Economic Forum (WEF). According to the global competitiveness report for 2012-2013, Ukraine is still behind Kazakhstan and Russia, which are 51st and 67th respectively. Respondents consider the most problematic access to financing 15.3%, then corruption 14%, tax regulations 13.6%, tax rates 10.5% and inefficient government bureaucracy 7.9%. According to the Center for Social and Economic Research, CASE Ukraine, which has been a partner of the WEF since 1999, Ukraine's competitiveness has returned to the level of pre-crisis 2007-2008, with the same 4.1 points as in 2008. WEF said that Ukraine benefited from a healthier economic environment compared to previous years, while maintaining its competitive strengths. Respondents believe that the country's positions in respect to property rights, the effectiveness of the legal framework, the burden of government regulation and taxation, the effectiveness of corporate management and the protection of rights of minority shareholders are steadily worsening. In addition, confidence in the banks has considerably reduced.
