Romania delays regional reforms on junior ruling partys disapproval.

Romanian President Traian Basescu advised the MPs in a speech to reconsider the idea of streamlining the countrys regional organisation and resume talks this fall, implying a de facto postponement of such plans after the junior ruling party UDMR opposed the idea. Basescu also toned down claims that the local structures in the public administration, education and healthcare sectors would be shaped in advance according to the 8-region plan even if the political parties delay agreeing over the regional re-organisation. The ethnic Hungarian party rejected the senior ruling partys plans of aggregating the countrys 41 counties into 8 larger regions, coinciding with the EU financing regions. UDMR specifically wanted the Hungarian-dominated counties to operate as a single regional entity.

The President also talked about the draft constitutional amendments, proposed by the relevant presidential committee. The amendments are aimed at smoothing certain state functioning issues, as well as tackling macroeconomic stability targets. The amendments cap the budget deficit at 3% of GDP and the public debt - at 60% of GDP.
