Minister: Russia's broadband penetration at 26% as of late 2009. Russian Communications and Mass Media Minister Igor Shchyogolev said Thursday that the country's broadband Internet penetration rate was at 26% as of the end of 2009.The broadband subscriber base amounted to about 14mn households as of the end of 2009, Shchyogolev said. According to data released by the Communications and Mass Media Ministry, the number of Internet users in Russia increased 31.5% in 2009 to 59.7mn users as of the end of 2009. Shchyogolev said the ministry planned to ensure reaching a penetration level of 60 subscriber lines for each 100 citizens by 2015
