Parliament Speaker Mohammad Bagher Ghalibaf has notified President Masoud Pezeshkian of the "Law on the Accession of the Government of the Islamic Republic of Iran to the International Convention for the Suppression of the Financing of Terrorism" in accordance with Article 123 of the Constitution, 19 Dey reported on October 18.
The Expediency Council approved Iran's conditional accession to the CFT Convention on September 30.
Mohsen Dehnavi, spokesman for the Expediency Council, explained Iran's conditions for joining the CFT Convention, saying parliament had stipulated that Iran would comply with the convention's provisions within the framework of the Constitution. The Expediency Council added another condition that Iran would implement the convention within the framework of its Constitution and domestic laws, according to Dehnavi.
"Accordingly, if any provisions of this convention conflict with the Islamic Republic's domestic laws, the criterion for action will be the Islamic Republic's domestic laws," Dehnavi said. "Therefore, the Expediency Council agreed to Iran's accession to the Convention for the Suppression of the Financing of Terrorism with these two conditions."
Some MPs objected to the Expediency Council's decision and submitted a double-urgency motion to parliament aimed at opposing implementation of the council's resolution. MPs voted on October 13 against the double urgency of the motion to oblige the government to refrain from submitting acceptance documents for the CFT Convention.
