Freedom House ranks Albania as partly free country.

Albania was ranked as partly free country according to the 2011 Freedom in the World survey of US non-government organisation Freedom House that rates the level of political rights and civil liberties throughout the world. However, the country experienced a decline in the rating due to violence against demonstrators in the anti-government protest in January 2011, flawed municipal elections from May and the failure of the courts to impartially adjudicate a corruption case against a senior government politician. On the descending scale from 1 to 7, where 1 is the highest grade, Albania received 3 for observing political rights and civil liberties. Under the Freedom House methodology, partly free counties are characterised by some restrictions on political rights and civil liberties, often in a context of corruption, weak rule of law, ethnic strife, or civil war. The survey defines 87 countries as free, 60 as partly free and 48 as not free.
