FAS watchdog argues there are no markets in Russia without cartel.

Federal Antimonopoly Service (FAS) watchdog argued that theres not a single market in Russia without a cartel of major players. In the short term FAS is going to open about 10 new antimonopoly cases, including the insurance market and chemical products markets, watchdogs head Igor Artemyev announced. Currently FAS closely studies another few markets, including pharmaceutics, energy generation, salt, chemical production and others. To remind, in 2011 FAS initiated a criminal case against domestic coal majors SUEK, Russkiy Ugol and Stroyserviss, claiming that the companies were superficially raising the prices on coal in coordinated fashion. The watchdog also initiated new cases against Russias largest oil companies Rosneft, Lukoil and Gazprom Neft. Few other oil majors (TNK-BP, Surgutneftegaz and Bashneft) are also in FAS attention for abusing dominant market position in the oil products market (mostly diesel fuel and jet fuel) in 2010. This marks the third wave of FAS campaigns against the oil majors in recent years, with first wave of fines in autumn 2008 and second in spring-fall 2009 (when Gazprom Neft, Rosneft, Lukoil and TNK-BP were sued and fined by FAS).
