EU says Albania not ready to obtain candidate country status.

The European Commission said Albania is not ready to obtain an EU candidate country status, adding that the country should first reach a desirable level of the membership criteria. However, the commission admitted that a progress has been made in the past twelve months, but the country still needs to implement reforms in a number of key areas. The reports stressed on the lack of effectiveness and stability of the functioning of democratic institutions in the country. Shortcomings from latest general elections have not been translated into an electoral reform, which is urgently needed in the course of forthcoming local election. This was the result from the lack of political will to solve the stalemate since June 2009. Furthermore, the lack of constructive dialogue between main political parties, hampered the functioning of parliament, thus blocking the implementation of key reforms. The EC finds lack of sufficient progress in judicial system and the enforcement of rule of law. Fight against corruption and organised crime remain an area of concern. Referring to economic development, the commission called for further strengthening of labor market performance and removal of uncertainties in the field of property rights. Albania needs to improve its infrastructure and human capital in order to cope with the competitive pressure among EU members.
