Albanias GDP per capita, measured in purchasing power standards, was estimated at 28% of the average for the 27 EU member states in 2010, Eurostat data showed. The ratio remained unchanged from 2009 and only 2pps above the 2008 level. Albania still has the lowest GDP per capita in Europe, when compared to the EU-27 average. GDP per capita in the poorest EU member state Bulgaria was at 44% of the average. Among other Western Balkan countries, Montenegro reached the highest GDP per inhabitant at 41% of the EU average, followed Macedonia with 36%, Serbia with 35% and Bosnia and Herzegovina with 31%. In terms of Actual Individual Consumption (AIC) per capita, Albania was at 31% of the EU-27 average in 2010, which was again the lowest level in the sample. AIC is considered more accurate measure to compare households welfare, as it consists of goods and services purchased directly by households, as well as those provided by non-profit institutions and the government, such as healthcare and education.
