Russia up 9 places in Doing Business to 112th place.

Russia was ranked 112th out of 185 counties surveyed in World Banks latest Doing Business survey, inching up 9 ranks from 120th position. The pace of the upgrade is perhaps too slow for the governments goal of hitting 50th place by 2015 and 20th by 2018, but EconMin is hopeful that there is a lot of space for fast improvement. Improvement in Russias position was due to taxation reforms (jumping from 105th to 64th place) and ease of getting construction permits. In such areas as access to electric grid, crediting and investors protection Russias results remained very unsatisfactory with 185th, 104th and 117th ranks, respectively. EconMin expects notable progress already in 2013 when road maps in such areas as construction, customs procedures and grid connection are planned to be realized. At the same time lack of funding, investor and property rights protection seem to be the spheres in which the government is less likely to reach notable progress fast without deep structural reforms.
