Kosovo’s political stalemate deepens as parliament again fails to elect speaker

Lawmakers in Kosovo’s parliament failed again on August 4 to elect a new speaker following the inconclusive June election, and decided to continue the constitutive session on August 9.

This makes the political situation in Kosovo uncertain as the PAN coalition, which won majority of votes in the June election, but not enough to rule alone, obviously cannot muster a majority in the parliament to vote in a new government.

“After the discussions of the political parties it was decided that the consultative meeting on the continuation of the constitutive session will be resumed on August 9 at 10am local time,” the assembly said in a statement.

The session was chaired by the oldest MP Adem Mikullovci.

The PAN coalition, which consists of the Democratic Party of Kosovo (PDK), the Alliance for the Future of Kosovo (AAK) and the Initiative for Kosovo (Nisma) has 39 lawmakers and needs backing of another 22 to have majority in the 120-seat parliament. The coalition had put forward Kadri Veseli for speaker.

The runner-up in the election was Vetevendosje with 32 deputies followed by coalition of the Democratic League of Kosovo (LDK) and New Kosovo Alliance (29). The Serbian List, which represents the Serb community in Kosovo won nine seats in the parliament. Other parties are presented with two or only one lawmakers.

There is the possibility of a new snap election if the MPs fail to elect a speaker, which is looking increasingly likely. 

MP Zafir Berisha from Nisma was quoted by Kosovan media recently as saying that if the new government is not elected Kosovo will go to another early election. He said this is "very likely" to happen.

On August 3, 120 lawmakers were sworn-in during the ceremony, but after failing to elect a speaker they scheduled a second session for August 4.
