Kazakhstan plans to release more than 1,600 prisoners as part of a programme to humanize legislation on reducing crime. The head of the law-enforcement department in the presidential office, Alik Shpekbayev, stated that the humanization campaign this year will cover more than 13,000 convicts, in which over 1,600 will be released from prisons. By now, 853 people have already been released. Alik Shpekbayev, who made a presentation of the 2010 report of the ombudsman, recalled that the president made the decision to introduce a regular amnesty this year. Kazakh head of state, Nursultan Nazarbayev, had instructed the government to draft a bill on amnesty on the occasion of the 20th anniversary of the country's independence. The government will soon submit the document to the parliament.
